Labour's policy for modernising democracy includes - commitment to a referendum to decide whether to move to the Alternative Vote system for the House of Commons,- completion of the reform of the House of Lords,full implementation of a new system for regulation of M.Ps' pay,pension and allowances, increasing opportunities for public involvement in decision making and universal broadband by 2012.
